As Starbase grows, defined boundaries help reduce jurisdictional confusion, improve coordination with local, state, and federal partners, and support responsible infrastructure planning. Annexation allows the City to provide clear oversight for public safety and essential services.

What is a C-4 Annexation?

A C-4 annexation is a consent-based annexation under Texas law. Property owners must voluntarily request or agreeto be annexed, and the process includes public notice, hearings, and City Commission review.
